On the 17th of June 2026, WMG, University of Warwick presented, with their subcontractor The National Physical Laboratory (NPL) and Vodafone, the results of NAVISP-EL3-033, which focused on a scenario-based, evidence-driven assessment of PNT solutions for connected and automated vehicle applications, especially interactions with vulnerable road users.
It defined relevant operational scenarios and identified around 90 PNT-related attributes, including constellation choice, correction services, receiver and antenna characteristics, environmental effects, cyber resilience, and alternative PNT sources.
A key outcome was the implementation of a repeatable testing workflow, linking scenarios, GNSS signal generation, receiver logging and performance analysis. Tests showed that PNT confidence depends on multiple factors and cannot be described by a single parameter alone. Instead, accuracy, precision, latency, availability, continuity, integrity and resilience, all need to be considered together.
Overall, the project demonstrated a practical method for generating evidence-based confidence in PNT systems. It also highlighted future work, including broader testing, stronger RF stress cases, more receiver types, and in-life monitoring to support more trustworthy PNT in safety-critical applications.
The activity was funded by ESA NAVISP Element 3, which aims at supporting Participating States’ national navigation activities along the whole value chain. The slides can be accessed here.
