GNSS underpins critical civilian infrastructure worldwide, yet verifying how GNSS-dependent equipment actually performs under real-world interference remains a significant challenge. Authentic open-air interference testing is tightly regulated, and there is currently no scalable, accessible way to obtain genuine, well-documented interference recordings.
Testnor will address this gap by developing dedicated wideband, high-dynamic-range recording infrastructure and deploying it at Jammertest — Norway's annual open-air GNSS interference exercise, and the world's largest event of its kind. The recordings will form a curated Signal Data Library, made available through a purpose-built web platform. Customers worldwide will be able to license authentic multi-constellation GNSS interference recordings and access a laboratory radiofrequency (RF) replay service — with no need for physical presence at a test site or their own regulatory approvals.
The solution targets the global PNT user segment, with applications spanning receiver and chipset development, anti-jam and anti-spoof antenna testing, system integration verification, critical infrastructure protection, and operations in multi domains. Core deliverables include the broadband recording hardware, the Signal Data Library, the customer web platform, and the RF replay service.
Over a two-year period, the project will advance this concept from early-stage readiness to a fully operational commercial service. The work is anchored in Norway, supported by the Norwegian Space Agency, and will build world-class GNSS resilience competence in the High North.
