The International Atomic Energy Agency (IAEA) is the world's centre for cooperation in the nuclear field and seeks to promote the safe, secure, and peaceful use of nuclear technologies.
In order to secure the (inter)national safety of nuclear facilities and materials, the IAEA applies safeguards, a set of technical measures to independently verify a State’s legal obligation that nuclear facilities are not misused and nuclear material is not diverted from peaceful uses.
Trusted positioning, navigation, and timing (PNT) data generated by field instruments strengthen the IAEA’s ability to draw credible, impartial and technically sound safeguards conclusions about the peaceful use of nuclear material.
ESA NAVISP Element 1 Work Plan 2023 includes the activity EL1-077 “Technological Enablers Of Cellular Networks For PVT Assurance” (to be issued by the end of September) targeting a technical solution to protect from PVT spoofing and in general to increase PNT resilience, including use cases motivated by IAEA, notably for authentication of outdoor data and geolocation for outdoor survey.
In a future step, ESA and IAEA will set up an on-field Partnership Project, to develop and validate a tailored PVT assurance system in support of IAEA Safeguards needs.
