NAVISP at CM22

On November 22 and 23 2022, the ESA Ministerial Council was held in Paris. The ESA Council at ministerial level, better known as CM22, is a meeting of Ministers from all ESA Member States, Associated States and Cooperating States held approximately every three to four years to discuss and develop the European Space ambitions and ESA funding. This year at CM22, in addition to supporting the development of the next generation of Galileo and EGNOS systems, ESA's Navigation Directorate sought to strengthen future satellite navigation capabilities for Earth and beyond through the launch of the FutureNAV programme, the provision of satnav services on the Moon through the Moonlight programme and the advancing of commercialization of Positioning, Navigation and Timing through NAVISP. As the global market for satellite navigation market of devices, applications and services is worth approximately €150 billion per year, with a total of 6.5 billion receivers worldwide and an expected growth rate of 10% over the next decade, NAVISP is a key enabler of innovation and competitiveness in the PNT domain.
With strong support from Member States, the proposal for a third phase was unanimously approved. Overall, 20 countries have subscribed to the programme, including 19 Member States and one Cooperating State. In total, the participating States allocated more than €100 million to NAVISP, demonstrating their consensus that further support for companies, research institutions and public authorities is essential to realize the benefits of the downstream PNT market.
With this broad support, NAVISP will be able to further support and strengthen European competitiveness and innovativeness, creating value in Europe as a whole.
