Support for Institutional Projects
DESCRIPTION
Element 3 supports Participating States in advancing national Positioning, Navigation and Timing initiatives across the full value chain. It provides ad-hoc assistance per country or domain to develop and promote GNSS and broader PNT-based products, applications, and services.
Next to funding, ESA may offer technical support in programme management, infrastructure development, and testing activities. The element also facilitates national coordination, helping delegations engage with agencies, industry, academia, and non-space sectors to strengthen partnerships and expand the national space ecosystem.
Typical activities include:
- Technical support for national GNSS/PNT programmes
- Access to tools and facilities for testing and demonstration
- Use of ESA labs and testbeds for national field trials
- Element 3 is fully funded by the requesting Member State. ESA’s costs must be covered 100%, with partnerships arranged on a case-by-case basis.
Submission Process
Interested entities must submit an Outline Proposal via ESA’s Open Space Innovation Platform (OSIP), under the channel:

Outline Proposals should
Follow the Outline Proposal Guidelines:
- Be 6–8 pages, in English, with an Executive Summary of one page ideally
- Include project description, development plan, and partner profiles
- Be submitted in parallel to relevant National Delegations
- ESA will provide feedback within ~10 working days. Upon positive assessment, a Letter of Support from the National Delegation is required. Tenderers are encouraged to notify ESA of their intended Full Proposal submission at least two weeks in advance.
The institutional nature of this programme Element will call for a fully funded approach. Ad hoc partnership mechanism should be established on a case by case base ensuring that 100% of ESA’s costs are covered.
