The European Space Agency’s Navigation Innovation and Support Programme (NAVISP) is proud to announce the publication of the SPARK Report (Supporting the UK Public Sector in PNT Awareness, Research and Knowledge), a comprehensive study on Positioning, Navigation and Timing (PNT) technologies, supported under NAVISP Element 3.

Developed by NLA International, the SPARK Report provides an essential reference for policymakers, engineers, and industry leaders shaping the future of resilient PNT systems. It maps the current and emerging technologies—from GNSS and terrestrial radio signals to advanced sensor fusion and quantum navigation—and highlights their critical role in underpinning national infrastructure across transport, telecommunications, defence, finance, and energy sectors. The status of Satellite-Based Augmentation Systems (SBAS) globally is presented, covering the technologies and services available for existing and planned capabilities.

The report is divided into two parts:

  • Part 1: Existing and Emerging PNT Services
  • Part 2: Satellite-Based Augmentation Systems Report

NAVISP Element 3 in collaboration with the UK Space Agency enabled this initiative as part of its mission to support participating ESA Member States in implementing national PNT strategies. Through Element 3, NAVISP provides fully funded support for projects that strengthen institutional capabilities and foster cooperation across agencies, industry, and academia.

The SPARK Report is now available on NLA International’s website for stakeholders seeking to understand the evolving PNT landscape and its implications for resilience and innovation.
As society becomes increasingly dependent on precise positioning and timing, ensuring robust and secure PNT services is vital for critical infrastructure and emerging applications. The SPARK Report offers actionable insights to guide decision-makers and technical experts in building a resilient future.
