The Resilient PNT Critical National Infrastructure case study develops and executes a method to assess the resilience of CNI sectors reliant on Global Navigation Satellite Systems (GNSS) for precise Positioning, Navigation, and Timing (PNT). Facing rising threats from jamming, spoofing, and space weather, the project aims at assessing risk preparedness across seven ESA member states: Hungary, Austria, Germany, the Netherlands, the Czech Republic, Slovakia, and Spain. Its goal is to evaluate actual exposure to these threats to provide decision-makers and operators with actionable strategies to mitigate signal disturbances and ensure operational continuity.
The project combines two parallel tracks to create a comprehensive risk profile:
● Bottom-Up Assessment: uses semi-structured interviews with infrastructure managers to map specific vulnerabilities, educate industry personnel, and evaluate practical fallback configurations.
● Top-Down Analysis: gathers macroeconomic, regulatory, and public data into a centralized database to measure compliance with frameworks like the EU's NIS2 directive.
The study delivers an interactive software dashboard, visualizing national and sectoral maturity levels, as well as an (anonymized) booklet of detailed industrial case studies to support long-term policy and risk management.
